Abstract: Abstract The purpose of this and the following chapters is to explain why there has been a shift of targeted industrial sectors over time in Korea, by applying the coalition approach in the inter-industry aspect. This chapter analytically reviews the history of Korean industrial policy and industrial transformation process during the 1960s and the 1970s: the period when the government was strengthening its exclusive coalition with a small group of the LEs.
