Abstract: Abstract Although the Kennedy Round had accomplished much, even more remained to be done. There were still a large number of high tariffs in most country schedules. Many non-tariff measures still distorted trade. Little had been accomplished for agriculture. Looking ahead, the entry of the UK into the European Economic Community and the spread of its growing web of preferential trade agreements, the rapid industrialization of a set of middle-income countries, the demands of the less-developed countries for a better place in the international trading system, and the growth of economic transactions with the centrally planned economies, were all developments which pointed to the need to reexamine the design of the international trading system in relation to changes in the world political and economic order. More generally, the creeping protectionism observed after the conclusion of the Kennedy Round indicated the conflict between the deepening economic interdependence of nations on the one hand and their desire for policy autonomy and their reluctance to adjust to changing patterns of competition on the other. All this pointed to the need to refurbish the GATT in ways that would extend its domain and re-establish its authority.
