Abstract: Abstract In a perfect world, an organisation will create a vision statement that is based upon values which are acceptable to employees, the leadership and all external stakeholders. The reality is somewhat different. There will rarely be total agreement among external stakeholders over the values they desire to be exhibited by an organisation. Internally, there are likely to be differences of opinion between the workforce and the leadership. PSOs face a high probability that leadership and employees have differing perspectives on what services should be given priority when deciding how best to allocate scarce financial resources. The situation in the public sector will typically be further complicated because there is often a fundamental difference between the values of the contractor and the user customers.
