Chapter 14 in The World Trading System, 1998, pp 124-132 from Palgrave Macmillan

Abstract: Abstract Government procurement was not covered by the original GATT agreement. Indeed Article III, which contained the national treatment principle, explicitly stated that procurement was an exception to that principle. In other words a government could discriminate in favour of domestic suppliers against foreign suppliers.
