Abstract: Abstract The Tokyo Round concluded an agreement on trade in civil aircraft in response to a bilateral initiative by the United States and the EU, egged on by Boeing and Airbus.1 The objective for both the EU and the United States was to bring about duty free treatment for trade in aircraft, and the United States was keen to tackle some non-tariff issues as well.
