Abstract: Abstract Since 1978, with China’s adoption of new policies involving opening up to the outside world and the promotion of modernisation, the number of international visitors to China has increased dramatically e.g. by more than fourteen-fold in the period from 1978 to the end of 1988; investment in China’s tourist industry has risen rapidly, and tourism has increased relatively as an earner of foreign exchange for China (Tisdell and Wen, 1991a, b; Zhang, 1989). This relative increase is noteworthy because China has greatly increased its volume of international trade and transactions since 1978. Another feature of the growth in China’s tourism sector is the large role played in it by foreign direct investment, especially in hotels (Tisdell and Wen, 1991b).
