Chapter 1 in Financing European Transport Infrastructure, 1999, pp 1-16 from Palgrave Macmillan

Abstract: Abstract Transport infrastructure is one of the keys to European integration, yet much of it is over 100 years old. Because it was designed in another era, when decision-making was concentrated in capital cities and local networks were built primarily to exploit natural resources, it requires extensive restructuring as well as expansion.
