Chapter 3 in Financing European Transport Infrastructure, 1999, pp 41-81 from Palgrave Macmillan

Abstract: Abstract Roads account for two-thirds of investment in transport infrastructure in Western Europe, with an expenditure of around ECU 45 bn p.a. In spite of environmental concerns, their share of transport investment has remained almost constant over the last 20 years, and political enthusiasm for large roads programmes has been the most important single factor in the relationship between infrastructure investment and GDP.
