Abstract:
Abstract The people of Kazakhstan have experienced severe hardship since the country became independent in 1991 following the disintegration of the Soviet Union. Six years of economic decline and rising social distress are leading the government to reassess the situation and formulate a new strategy for development. The purpose of this study is to contribute to the reassessment and to suggest policies that could reverse the decline and help to improve the general well being of the population. We shall be particularly concerned with employment policies and social protection and the way they are inserted into a coherent overall strategy of development.
