Abstract: Abstract Social, economic and legal incentives and vehicles for new technology play a major part in its eventual breakthrough. A lack of appropriate rules or vehicles can significantly inhibit technical development and the eventual breakthrough of new technology. Ultimately, what this is all about is institutions.
