Abstract: Abstract In the 1980s, US academics and business and government decision makers put massive effort into studying Japanese practices and adopting those which appeared to have improved economic performance and could be transplanted to the United States. When looking at Japan’s economic achievements, some Japanese interpreted the title of Ezra Vogel’s (1980) book, Japan as Number One, as meaning ‘Japan is Number One’.
