Abstract: Abstract The conceptualization of development has changed substantially in the past four to five decades. From a pure increase in the volume of goods and services per head, we have come a long way to include per capita income, literacy and life expectancy in the human development idea popularized by the United Nations Development Programme in its annual Human Development Reports. To a large extent, the human development idea and the human development index based on that have received appreciation and approval from most development economists. This is because of the simple recognition that for an individual to function and lead a decent life, she/he needs a certain minimum purchasing power, good health and knowledge. These three in fact are the building blocks of the individual’s capacity to lead a decent life. Together they indicate human capability.
