Abstract:
Abstract It seems to be generally acknowledged that the efficiency of knowledge-based organizations depends upon a continuous development of the competence of the employees. In social work too, the continuous development of competence is crucial. The general conditions on which social workers try to provide help to the citizens are marked by frequent changes of laws and regulations. In addition to this instability, social workers’ expertise is often exposed to criticism from several sides. Furthermore, it can be demonstrated that — whatever the reasons might be — many clients do not benefit from the help provided by the social system and mediated through the interpretations and actions of the social workers. The continuous change of tasks and work conditions together with the recurrent criticism of social workers’ professionalism point to a general need for development of competence in social work.
