Abstract:
Abstract The efficiency of the electric utility industry’s performance is a matter of great public concern in SubSaharan African (SSA) countries. A basic issue is whether or not significant productivity and social welfare gains would result from ownership/management changes, industry structural changes and regulatory reforms of the power sector. The unstructured and ad hoc nature of government ‘regulation’ of the industry, reluctance of governments in the region to allow efficient pricing of electricity and the countries’ serious macroeconomic problems contribute to the power sector inefficiencies which exist in the region at the present time.
