Abstract: Abstract It is indisputable that the decade of the 1990s encountered a proliferation of initiatives to use economic instruments to achieve environmental goals, a broader research agenda to address the interpellations of the environmentalists and a greater experience on the use of new instruments to confront environmental problems. At the same time, a greater number of countries were joining the World Trade Organization (WTO), a wider spectrum of issues were introduced into the international agenda and the qualitative form of participation was also changing. All of these factors were reinforcing the multilateral trade system.
