Abstract:
Abstract Although the Uruguay Round agreement has been signed and most of its provisions are now being implemented, there is not only a remaining agenda which the Round either did not address at all or addressed inadequately, but also a new agenda that has emerged in response to development in world trade since 1994. The issue of exceptional protection straddles both aspects of an area which was not dealt with satisfactorily during the Uruguay Round and in which loopholes have consequently been left open that permit protection levels to be maintained or even increased in some sectors in the aftermath of the Round.
