Abstract: Abstract Millions of people across the globe are affected by disasters, epidemics and conflicts each year. Disasters caused by natural phenomena affected 281 million people in 2007, equal to the population of France, the UK, Canada and Japan combined. In addition, more than 45 million people are affected annually by war, the consequences of which are felt for years afterwards.There is a humanitarian imperative to save lives, alleviate suffering, maintain human dignity, and assist those in need. However, despite considerable efforts and the best of intentions, the international humanitarian system is often unable to effectively meet all the needs of those affected by crises.
