Abstract:
Abstract By 1991 Mr O. saw the Japanese economy as having reached a high stage of development where it could easily afford to introduce new policy initiatives that would aim to improve the well-being of people through the raising of living standards and quality of life. He hoped to achieve this improvement by reducing standard annual working hours. He wished to see individuals in the working population provided with more free time so as to lead a relaxed lifestyle and explore their own life, be it enjoying family life, engaging in leisure and hobby activities or gaining further training and education.
