Abstract Soon after the summit in The Hague, the Council of the European Communities decided to set up a committee under the chairmanship of the Luxemburg Prime Minister Pierre Werner and consisting of the chairmen of various committees ‘to prepare a report containing an analysis of the different suggestions and making it possible to identify the basic issues for a realisation by stages of Economic and Monetary Union in the Community.’1 as cynics put it, now that the Heads of Government had decided to establish Economic and Monetary Union, a committee was necessary to find out what it was.
