Abstract: Abstract The reform of intergovernmental fiscal transfer systems is arguably one of the most common, but often also one of the most challenging, components of fiscal decentralization reform. The policy challenge faced by the Government of Tanzania (and other countries pursuing reform of their intergovernmental transfer systems) is complicated by the fact that intergovernmental transfer schemes have a variety of different dimensions, thus offering many potential ways to structure the transfer system as a whole.
