Abstract:
Abstract Top-down strategic planning and specification design has not addressed problems of systems integration and coherent design adequately. Ironically, it has resulted in physically and logically isolated stores of data, information and knowledge. Specification design results in specified systems incapable of responding to emergent organization. In practice planned action is abandoned when contingent factors are not represented in design and deferred action is the result to ensure achievement of objectives.
