Chapter 5 in The Stability and Growth Pact, 2001, pp 106-136 from Palgrave Macmillan
Abstract:
Abstract Political agreement on the Stability and Growth Pact (SGP)1 was reached at the Dublin European Council of December 1996, and was a defining moment in the decision to proceed with the launch of the single currency. Despite its complexity and sensitivity, the SGP (two Council Regulations and two political Resolutions2) was on the statute books in some eighteen months, a relatively short period for the adoption of secondary legislation at EU level.
