Abstract: Abstract Since the creation of the 17 regional autonomous communities in 1978, the political and economic development of the regions has varied enormously. Some have strengthened their positions politically, from the initial level of autonomy negotiated in each case between the regional community and the central government, depending on factors such as economic development, historical circumstances and political weight.1 Since then, the evidence suggests a varied picture of economic growth and development and of convergence in the distribution of regional per capita income.
