Foreign Direct Investment in Wales: Lifeline or Leash?

Abstract:
Abstract The 1980s and 1990s have seen increasing global debate about the regional contribution of foreign-owned manufacturing. In Wales, one context of this debate has been why, following an extended period of 'spectacular' inward investment successes, Wales has continued to have such disappointing figures on indicators of economic well-being in relation to other UK regions. This chapter begins with a review of the 'facts' on foreign direct investment in Wales, focusing on the differences between the foreign-owned and domestically owned manufacturing sector, and on recent development trends in the foreign manufacturing sector. We then explore a selection of the issues that surround the presence of foreign manufacturing in Wales, particularly in terms of the contribution of the sector to regional development processes. The final section contains conclusions which explore the likely trajectory of the foreign-owned manufacturing sector in Wales, largely in the context of expected changes in the location competitiveness of Wales and the UK.
