Abstract: Abstract Development entails a process of comparing progress from an initial to a desired state. That process of development is not always certain even if it is deliberate or planned. The fact that variation exists between countries and within countries suggests that the process of development is uncertain and is governed by both controllable and uncontrollable forces. Furthermore, the uncertainty of outcomes of the development process is likely to be greater in societies whose economic, technological and organizational capacity is less developed when compared with ones that are developed. To highlight this, Sen (1984) quotes Marx who describes it as ‘replacing the domination of circumstances and chance over individuals by the domination of individuals over chance and circumstances’ (497). That statement implies that human societies are categorised into two groups, those capable of dominating their environment (physical, social and economic) and those who are victims of their environment. It is that relative capacity to manipulate the physical, economic and social environment that distinguishes one country’s development from another’s.
