Abstract That the EU is currently in crisis is a truism. But much more so, Europe may also be in persistent decline. Be that as it may, what is certain is that Europe finds itself today in a morose state! As Jean-Claude Juncker so aptly observed: ‘The EU of today is not exactly the embodiment of attractiveness. We are in crisis, not just any crisis but the deepest crisis of the EU ever.’1
