Hammering Out a Housing Policy That Works

Fernando Cuenin, Carolina Piedrafita, Eduardo Rojas and Nadin Medellín

Chapter 9 in Room for Development, 2012, pp 239-280 from Palgrave Macmillan

Abstract: Abstract The challenge for the region’s housing sector is clear: to eliminate existing quantitative and qualitative shortages while catering to the needs of newly formed households. The key question is: How do we do it? Should governments intervene in the housing sector? If so, how? Is there a combination of public policies and programs that can generate better housing outcomes?
