Abstract The challenge for the region’s housing sector is clear: to eliminate existing quantitative and qualitative shortages while catering to the needs of newly formed households. The key question is: How do we do it? Should governments intervene in the housing sector? If so, how? Is there a combination of public policies and programs that can generate better housing outcomes?
