Abstract: Abstract This chapter discusses how institutional factors affected the bureaucratic and logistic roles of dry ports in Brazil focusing on its three states, namely Sao Paulo, Minas Gerais and Goias. They provided sufficient context for this purpose, with Sao Paulo being Brazil’s economic powerhouse where 25 dry ports were located, Minas Gerais had a strong presence in the agricultural and mining-metallurgical sectors, where five dry ports were located, and Goias was an agricultural state located deep inland where two dry ports were located (Figure 8.1 and Table 8.1). In this chapter, the authors investigated the evolution of the regulatory process, the roles of institutions and how changes affected the behavior of key stakeholders and the development of dry ports. By linking institutional arrangements and the roles of dry ports, it was argued that the institutional system in place — either with reference to the entire nation and polity, or to particular related arrangements regarding the setting of dry ports — acted as the environment heterogeneity in boosting the enhanced bureaucratic functions of dry ports, while paralyzing their logistical functions.
