Abstract: Abstract In a speech delivered on Wednesday 18th June 2008 at the Lord Mayor’s Banquet for Bankers and Merchants of the City of London, the Governor of the Bank of England referred fondly to the period “since the Monetary Policy Committee was set up in 1997” as “the NICE decade” of Non-Inflationary Consistent Expansion.
