Abstract: Abstract Richard W. Fisher is the president of the Federal Reserve Bank of Dallas. He graduated from the US Naval Academy in Annapolis, and then got an MBA in finance. With his dual experience in naval engineering and as market operator, Fisher says that his focus tends toward the practical—how to harness theory to devise a workable solution to problems that confront a central banker.
