Abstract: Abstract One of the greatest ironies of urban governance and its quest for a participatory character is that while the foundations of democratic governance that nations have adopted the world over trace back to the experiments and innovations of city management in ancient cities, yet, to date, we continue to search for answers to how cities need to be managed.
