Abstract:
Abstract Whereas once the Third World was seen as nothing more than an economic disaster zone in need of humanitarian assistance, today the emerging world grabs headlines as the new engine of global growth. Yet, for all the progress being made in places such as China, Brazil, Indonesia, and parts of India and Africa, billions remain poor because their states and societies are unwilling—or unable—to act inclusively. Their public services reach only part of the population, their institutions are weak, and their investment climate is at best stormy—at worst wintry.
