The Regulatory and Policy Vacuum for Social Enterprise in Latin America

Abstract: Abstract The philanthropic tradition in Latin America has been deeply rooted in the context of social services provided by religiously affiliated charities and the government, which led to a weakened civil society sector. As many countries transitioned to democratic republics, the flow of philanthropic funds coming from foundation and multilateral agency support outside the region stopped, creating a veritable vacuum. It can be argued that social enterprise has grown in response to the many social challenges that remain and have not been addressed by the traditional sources of social giving. This chapter will briefly review some historical and cultural aspects of the development of the civil society sector in general and the social enterprise sector specifically, and analyze the current regulatory and policy environment (including government programs) for social enterprises in Argentina, Brazil, Chile, Peru, and Ecuador. It concludes with recommendations that would significantly increase the capacity of the social enterprise sector to address economic and social challenges in Latin America.
