Abstract: Abstract Creation of the Customs Union (CU) of Russia, Belarus, and Kazakhstan can be deemed the most successful integration attempt by now among the Newly Independent States (NIS) since the Soviet Union breakdown. A number of agreements have been introduced; a unified customs area is in action (customs duties are collected at the CU border) with unified tariffs for the third countries. The division of import duties reflects Russian dominance in the alliance: Russia gets 87.97% of the total import duties, Kazakhstan a modest 7.33%, while Belarus only 4.7%.
