Abstract: Abstract With the rapid spread of globalization and the advances in knowledge and information made possible through the acceleration of technological innovations, the importance of worker skills and education/training have gradually been increasing. Intense competition among businesses has pushed growth based on the input of material elements to its limits whilst the quality of human resources has emerged as the determinant of productivity and competitiveness.
