Abstract: Abstract In early 2007, Renat Fardeev, CEO of Russian-based PKF Betar, had received very disappointing news: the Russian Federal Anti-Monopoly Service had started an official investigation into Betar’s practice of selling water meters. The basis for the investigation was the government’s belief that Betar had reached 49% market share. Betar refuted such a high market share number since the figure included all of the fake Chinese-manufactured meters that illegally used the “Betar” brand name. It calculated its own market share to be 31%.
