Abstract: Abstract Mr Franklin pointed out that it is difficult to say how a wage policy should be implemented when, as the discussions show, there is yet little agreement about the nature of that policy. Nevertheless, Mr Franklin would comment on the use of minimum-wage regulation as an instrument of wage policy.
