Abstract: Abstract The Federation’s standing had never been so low as it was after the 1957 back-down. The leaders were accused of adopting a purely negative policy, of always saying ‘No’ to begin with and then giving way in the end, of refusing to negotiate until they were compelled to do so, of clinging to out-of-date attitudes, in general of being ‘bloody-minded’ and at the same time weak.
