Abstract:
Abstract A clear need seems to exist in relation to specific training, research and documentation, as well as to teaching at postgraduate level, that is not being satisfied entirely by national centres and which could possibly be met by regional centres. A great debility is to be noticed, for instance, in the system of formation of highly qualified manpower for developing countries, especially in connection with governmental effort.
