Abstract: Abstract The author’s knowledge of Southern Africa is meagre. There are, however, certain significant social and economic features of this vast diverse region, the presence of which is not disputed by people of widely different positions, which bear on any worth-while discussions of accelerated development. The purpose of this conference can best be served by noting their significance and implications for policy.
