Abstract:
Abstract 1. It is recognised that education is an integral part of development. 2. This education must be both rooted in the culture of the people and must equip the children for a place in the modern world. Put another way, this education must both enrich the quality of life and also equip people for making a living. 3. Thus, educational progress must reflect the hard facts of economic life in its financial support and in its phased growth.
