Abstract: Abstract For South Africa the Third World does not — reassuringly — lie across the ocean, on the other side of the globe. It is right here, within and immediately beyond our borders. Hence, for South Africa, the development of economically less advanced groups and peoples is more than an interesting field of study for academic theoreticians; more than a touchstone of human brotherliness; more than a far-sighted strategy to secure the markets of tomorrow; more than a slogan of political oratory.
