A chapter in Accelerated Development in Southern Africa, 1974, pp 592-592 from Palgrave Macmillan

Abstract: Abstract Professor Stadler suggested that development aid could be classified under two headings: (a)financial aid and (b) technical assistance. The former supplemented limited local savings and the formation of real capital, whereas the latter supplemented technical expertise where this was restricted.
