Abstract: Abstract The motives underlying the transfer of resources from a developed country to a developing country for the purpose of development are both complex and interrelated. These motives, further, tend to become blurred and confused by the fact that so much of what is said about them is not meant, so much of what is meant is not said; and that emphases on goals and objectives change not only from one audience (e.g. the donor country’s electorate or legislature) to another (e.g. a delegation from a developing country or a U.N. development agency), but also from time to time; similarly, the interrelationship of motives does not remain static.
