Abstract: Abstract There are two ways in which the shipping needs of developing countries may be regarded. One may look at the question from the point of view of the developing countries as users of shipping services, whether these shipping services are provided by themselves or by other countries, and think of their needs in this fashion. Alternatively, one may regard the question in terms of how much tonnage or how many ships do the countries need to own, taking into account their needs for economic development. In practice these two approaches to the question are not mutually exclusive.
