Abstract:
Abstract Professor Bhagwati’s paper can be regarded as consisting of three separate parts. The first of these deals with demand effects of labour quality changes, the second with supply effects, and the third with labour adjustment costs and tariff change. In my comments I shall stick to this partition and by turn give some views on these three parts.
