Abstract: Abstract Early in September 1943, an important delegation of British officials sailed for the United States. Headed by Mr Richard Law (later Lord Coleraine), the group was to meet the Americans for the ‘early conversations’ called for almost two years before under Article VII. Also in the delegation were Lord Keynes; Sir David Waley and Mr F. G. Lee, of the Treasury; Professor L. (later Lord) Robbins, of the Offices of the War Cabinet; Mr L. P. Thompson-McCausland, representing the Bank of England; Mr Nigel Ronald, of the Foreign Office; and representatives of the Board of Trade, the Colonial Office and the Ministry of Food.
