Abstract: Abstract Flattered by the unusual attention granted them by Harry White, the press reporters covering the conference had generally sent back to their editors favourable, or at least neutral, comments on the proceedings. When the text of the agreement became known, the attitude changed. The New York Herald-Tribune noted, ‘It is regrettable that the distinguished international experts … have employed a language as difficult to understand as the Latin in which physicians used to write their prescriptions’.1
