Abstract:
Abstract This paper discusses the following issues: (1) What are the effects of technological change? (2) What are the mechanisms that lead to these effects? (3) To what extent are these mechanisms under control? — i.e. to what extent are they like weather-producing mechanisms that we have to learn to accept but do not control? (4) What needs to be done to increase the ‘desirable’ effects of technological change? (5) How do we cope with the problem that one person’s desirable effect is considered most undesirable by another person?
