Abstract: Abstract After seizing power in 1945, the leaders of the Yugoslav Communist Party took over from the Soviet Union what was later called the ‘administrative system’, which at the time they considered the ultimate goal in the building of a socialist society (121, p. 158). Public ownership of capital and centralist planning were to be the two main pillars of the new order, as stressed by Marshal Tito when introducing the First Five-Year Plan to the Federal Assembly on 26 April 1947.
